Time (right timezone)

Certain templates use a php code of time that finally shows the local time of the server that we have our site! With this can't modified this from administration tools. How we can make the time to our time zone??

Here is the php code i use.

In a must add the continent that we live! (Europe, Asia, Africa......)
In b must add the town that we live or a BIG town with each time zone. (Athens, London, Paris........)
In T must add what we want to show. There is:
